I cant seem to get a loan, I havent got bad credit as such, just not much credit history, could this be why?

Yes it could. Have a look at your credit report at equifax or experian (do it through a cashback site to make money on it). Get any mistakes dealt with by contacting the company.
If there are no problems with your report, you can improve your credit rating by registering to vote, paying bills (gas, electric, phone, council tax etc.) by direct debit, living in the same house for at least two years, having a job, having a current account, repaying an existing loan (credit card, student loan, mortgage), owning your own home, being married, having children.
If you already have a current account, try your current account provider as they will have the most accurate records of your financial circumstances.
Note also that too many applications in too short a time could cause problems - if you've already applied two or three times, you should probably leave it six months before re-applying.

What do you mean by ' I have to pay COT CODE'...?

It sounds a little perverse, but having credit in the past is more likely to work for you than against you, so long as you haven't defaulted on any agreements, as it shows you have a good payment history.
