We should be able to obtain these costs to enable us to make the decision whether we can afford a Pet in the first place without intrusion into our Personal deatails.

I guess it's like most commercial enquiries, the company wants to know who's making the enquiry and possibly follow it up. It's also a route of 'assumptive selling' that you are going to do business with them. It also stops people making countless spurious enquiries.
Having said all of that, I do agree with you to a certain extent but you have to remember that the insured is yourself and the cat remains an insurable item. So personal details are probably important from the outset and as I said it is simply business promotion rather than designed to be invasive.
