Hi mike_33 and welcome to the forum.

I don't know so much about existing credit limits but they do have do regard for existing balances. The question of having a new limit the same as an existing card is at the discretion of the new card company and will be based on your credit profile and your existing income versus outgoings and current credit commitments. If you have a high balance on an existing card or cards, you are unlikely to have that matched I suspect.

Some do, but most don't. Those that do take into consideration the difference between your balances and limits - called headroom. If there's little headroom this can adversely affect your credit score and therefore your chance of getting credit. In terms of asking whether a credit card company looks at your existing limits and thinks 'should we set a limit similar to those already out there?', the answer is no, they don't.
